NI 7.6 fails to appear
OK - downloaded the demo, and installed it (32-bit) under Windows 8.1 Ran PS Elements 13, Edit>Preferences>Plug-ins and checked Additional plug-ins folder choosing C:/Program Files(x86)/Neat Image for Photoshop/ Checked various 'OK's and then re-started PS Elements.
