Yes, it is a known issue present in Premiere CC 2019. Please note that it is in Premiere itself and it affects a class of processes and effects including certain third-party plug-ins doing temporal processing like Neat Video does. Generally speaking yes, but there is a bundle offer that includes both with bundle discount (see it in your account). If you do not need both, then you can save and upgrade just to one of those new v5 products.

It is worth testing directly in each case but as a rule Neat Video does not need explicit deshaking before it. For its processing, Neat Video can do the necessary "deshaking" adjustments using its own internal tools.

Your idea is generally good. Unfortunately it is defeated by the fact Neat Video still sees those lines as a single moving object because the object is present in several consecutive frames. It would not be easy to keep current and accurate.

There are specialized tools for such kind of hardware information reporting. It is best to leave that job to those tools, they can do that more accurately.

The data of the profile itself is safe. What is reduced is the size of the image sample.
