The testing by pinterf is still continuing but the results so far are optimistic. We will likely include this in the next regular update, probably this Fall.

Neat Video is not meant to be applied twice to the same clip because that places too heavy a load on the host application, CPU and GPU without adding much benefit. The same noise reduction in most cases can achieved with just one instance of the filter and so with less load on the system. I recommen...

That error message indicates that there was a problem in the GPU driver. That could be caused by high load on the GPU resources placed by both Premiere and Neat Video. How exactly do you downscale the clip?

I recommend to try to resize the source clip to the target resolution of the sequence
using the "Scale to Frame Size" option (available via popup menu -- right click on the clip in Premiere viewer).

The optimal number of cores depends on the "width of the road". When it is wide, the maximum available number is the best. When it is not so wide, the optimal number may be lower. You can use all cores but using less cores will provide better speed.
You can compare that with the number of cars on the road. Once you have too many cars, traffic jams start to slow down them all.
