A tried around a little bit lately and came to the conclusion and you definitely NEED to use a scanner's descreening tool prior to using NI. Specifically, it is equal to the Temporal filter radius.

Working with interlaced frames is currently not supported in NV. I recommend to use progressive frames. That's rather disappointing.
