I guess you installed and used the 32-bit version of Neat Image 7 earlier but then started the 64-bit version of Photoshop.

Please try to install the 64-bit version of Neat Image 7. It will add the 64-bit plug-in to 64-bit Photoshop and it will show up in its Filter menu.

It is possible to set up the standalone Neat Image as an external editor in Lightroom. That is described in the user guide of the standalone Neat Image.

We haven't yet directly checked 1.5.3 but I expect it to work correctly. Earlier versions worked well with Neat Image. Please try the Demo plug-in to verify it in 1.5.3.

The standalone cannot be used as a plug-in.

However, you can upgrade both standalone and plug-in that you currently have in your account from v7 to v8. Please log on to your account to find the upgrade options.

The latest v8.1 has been tested with PS CC 2017, it is compatible.

The older v7.x has not been tested, but it may work.

We have the following figures from a fast machine with a 12-core CPU and GTX 1070:

CPU only (12 cores): 6.04 MPix/sec

GPU only (GeForce GTX 1070): 19.2 MPix/sec

Best combination:
CPU (11 cores) and GPU (GeForce GTX 1070): 20.2 MPix/sec

The quality measurements have changed in v8, so the same percentage means somewhat different thing in the new version. v8 is more strict about that measure too, so it is normal that you may get lower values now than in v7, when using the same areas. No, Neat Image does not work with PS history log. PS may record the high level notes like those first lines you quoted but not anything more detailed descriptions of the internal settings of Neat Image.

Perhaps NI needed to some adjustments in the filter settings (like increasing the noise levels and/or noise reduction amounts). Also, building a good noise profile is very important in such a case.

Anyway, I am glad you could solve the problem by combining two tools.
