The problem is most likely in the compression settings. Please check the compression settings in VirtualDub (menu Video | Compression...).

The Demo plug-in should filter only 640x480 pixels in each frame. On a Core 2 Duo 3.26 MHz, NV with Time Radius=2 gave 7 fps in our test with a similar 640x480 video clip.
