We discussed this Vegas issue in this thread. The problem is in Vegas, Vegas developers should address the limitations of Vegas to let plug-ins do temporal filtration (filtration that uses several consequent frames). Please check that thread to find more details on this Vegas issue.

Perhaps they will do something but to achieve that we (all Vegas users) should actively ask Sony Vegas developers to add the required functionality (which is available in other video editors btw).

I would set it to interlaced, yes.

Make sure the actual field order in the clips is lower first, it can be different and causing trouble.
