Premiere version does not need registration, only Vegas one does, so it is all as expected. The only unknown thing at the moment is why your copy of Windows doesn't allow itself to change the registration of the DLL.

It would still be useful to directly reproduce the effect and find a general solution to make Neat Video more reliable in conditions of memory shortage (probably caused by using specific compression codecs and/or pre-render in Vegas).
