Remove Scanner Banding Artifact

Hello,

I am trying to remove the truly awful scanner banding on this old magazine image. I've had rather limited success with NeatImage. I wonder whether I might be going wrong somewhere. I'm basically just following the Basic Workflow Tutorial video but my results are quite poor.
