Make old videos sharper

Hello to everbody,
I´m new here.... My hobby is to make old videos (VHS, V8,Hi8,DV Tapes, DVD`s with old stuff or strong compressed video files...) in better Quality to 4K Videos..... I´m not a video editor expert. Since some month I used Neat Video V 5.2.2.in Adobe Premiere Elements 2018 and I am very happy with the noisy quality. I dont like, that the most of the videos are very out of focus / blurred. I´m working in the advanced mode and I use all controls in the sharpening positions but in the preview and in the end result the video doesn't look sharp anymore. What can I do (without buying new programs) to make the videos sharper (what the original video gives) in Neat Video. Can anyone explain it for me step by step.

To make old..videos ... to 4K is fundamentally impossible!

To explain a little more: the amount of digital data held within any of the formats you list is considerably less than that contained within a 4k video file. No software can put in to the file what is not already there! Because your intended output format (4k) includes far more data than the original formats include, you are asking whatever software you wish to use to, essentially, "guess what is missing" and add it in!

You say that you use all controls in the sharpening position but that the outcome is not what you want. It won't be, and for the reasons I've outlined above, it never can be, sorry.

There is one, now free, software, at least, which is designed to "increase resolution of recorded video", "Video Enhancer 2" which you can download from https://www.videohelp.com/software/Video-Enhancer. It is "good" but it is not going to make formats like VHS look like 4k!

If you lose sharpness after applying NV to the clip, check if you use a correctly built noise profile. Try to re-build it using an area that contains no details at all, only noise. Also, try to disable the Spatial filter and use only Temporal, at least for a test to see if that helps to better preserve sharpness. It may in some cases help.

However I agree with Jeff, it is not realistic to expect more details that is available in the original video.
