Can Neat Video on FCPX be set to remove a long vertical scratch on an 8mm film transfer. The noise and dirt removal is fantastic.

Only if the scratch is present in one frame. If it is present in several consecutive frames, then the filter will not reduce it. This is a limitation of the current version of the dust and scratches filter.
