Premiere Pro - frame blending on or off?

What's recommended, regarding frame blending, in relation to Neat Video plug-in?
In relation to NV it doesn't matter, NV will work in both cases. Use of that Premiere option is primarily determined by Premiere project/composition/clip properties - their frame rates.
