what is the proper way to uninstall the neat video plugin from premiere...

If it is the Mac version: please simply delete the Neat Video alias from this folder:
/Library/Application Support/Adobe/Common/Plug-Ins/7.0/MediaCore

Please use the Uninstall shortcut in Neat Video group in Start menu.
