Does the new release support the ATI HD4670?
That is not clear from the release notes I've seen/

Are there any published test reports that show the relative benefit of various graphics cards/GPUs.

It is an ongoing process because every update (of NV itself, of video drirvers, sometimes host application too) brings some changes and often improvements that make the older results a bit outdated.
You can find many direct measurements for example in
this thread.
The best (fastest) cards for NV are:
- NVidia GTX 580/680/590/690/780/780Ti/Titan;
- AMD Radeon HD 7950/7970/7990;
- AMD Radeon R9 270X/280X/290X.
