solving dropout issues

I was given a VHS copy from an original tape shot in the early 1980's. Unfortunately, the source was played back on a dirty machine and white streak dropouts transferred to the dub. A dropout compensator TBC is useless because these were on the source. The master is gone and I need to make this tape as presentable as possible. I am in the process of upgrading to Adobe Premier Pro. Can this plugin remove these random dropouts by replace the data from the previous frame like a TBC would do?

No, Neat Video does not fill drop outs, it removes noise. If drop outs look like noise then it may be useful, otherwise you need another tool.
