Size of the noise profile rectangle

Hello.
I've until now only worked on DVD format picture (720x480), and
when building noise profile, i've noticed roughly the size needed to
have very low frenquency.
I've just begin to try this WE to do the same thing on HD vide
(1920x1080). I was telling me : I will be very easy to get very
low frequency, as picture is bigger, so i'll be able to easely get
an uniform part of the picture.
What was my surprise when i noticed that the size is not fixed,
but seem proportionnal to the picture.
So my question is : Are the size for each step (high frequency,
low... very low) fixed (16x16, 32x32, .... 128x128) ? Or are they
proportionnal to the picture (5%x5%, ... 20%x20%) ? I must say
that i was expecting the first, but, actualy, at least in the VD filter,
i'm experienced the second. Is it normal ?
