Neat Video & Handbrake

Hi, I've recently began experimenting with x264 encodes using Handbrake on a Windows PC and was wondering if there's any way to use Neat Video plug in within Handbrake or via AVISynth?

I am not sure about Handbrake, but it should be possible to use Neat Video plug-in for VirtualDub with AVISynth. Please see the page 36 in the PDF version of the VirtualDub version's
user guide.
