General strategy to reduce "wobbliness"

I am curious if you have any suggestion on how to reduce "wobbliness" - footage looking like it was shot through a thermal haze, in the dark areas of very noisy/highly compressed (HDV) video.
I am using Neat Video as a first step in color grading of the problematic, underexposed footage, so the recovery of every fraction of the exposure stop is precious to me, but this wobbliness negates any effort.

Try to increase the temporal filter radius, that may help.
