Suggestions to reduce "churning water" effect?

Any suggestions to minimize or eliminate the churning water effect - i.e. where it looks like you're viewing the video through heat waves in denoised video?
Try to increase the temporal radius, sometimes that may help. Not necessarily but worth a try.
