how to choose between two noise samples with same node?

In the stage of building the noise profile, often I ran into two noise samples taken from two different frame where they effect the same node in the graph, and some time the noise % between the two can be quite different. For example, I'll have sample A with a node on the blue channel at 5% noise level, and sample B with that same node at 50% noise level. In such case, what should I choose between the two?
