4k to 1080
In Premiere when I place 4k clips on a 1080 sequence Neat video does not function (I downscale 4k clips to about 50% to match). After a while the information box tells me that “Premiere has not provided input frames from the video”. Neat video works excellent when I don't downscale. Is there a way around this problem?

How exactly do you downscale the clip?
I recommend to try to resize the source clip to the target resolution of the sequence
using the "Scale to Frame Size" option (available via popup menu -- right click on the clip in Premiere viewer).

I normally downscale manually and then paste attributes to the other clips. When using the "Scale to Frame Size" option as you recommended I now am able to use the Neat video without problems. After applying the effect I can upscale to 1000% or whatever I want and the noise reduction is still there.
