Settings for blockiness and chroma ghosting

Using noise sample does not fix these issues. Using the NV preset for high noise fixes it but blurs most of the video. Is there an alternative preset or method for these specific types of issues ?
I got the blockiness and chroma trails due to low shutter (1/25 for 25P) and bad low light compression in Sony ZV-E10.

These blocks and trails can be partially reduced by using the Local Flicker option in Neat Video 5, but generally the hand is heavily affected by those issues and it doesn't look very nice even after reducing those. The blocks, trails and fast motion blur have corrupted the image of hand in some of the frames to the point of being non-recognizable.

I guess the high noise preset is the best option. It just smashes all detail in those area so we get a lens blur effect.

I found good results with these settings.

Device Noise Profile - Strong Noise - Generic 6 or 7

Treat large splotches of color noise + Mix with Original + Quality - High

Yes, these results look similar to those I got earlier with Neat Video 5.
