Could the 'Dither' effect change to an user option?

The resulting image in the 'Output Image tab' seems to have been added the 'Dither' effect;It confuses me because sometimes the effect seems to make my resulting image a little noisy again.Especially in the situation I want to 'neat' the image again and again with my special purpose.

Why do you think that there any dither added? Do you use true color display mode or hi-color? Is it an LCD monitor or CRT?
