Help with JPEG Zooming

I am trying to build a system which will zoom a JPEG image by a magnification of 6x and still remain relatively clear and noise free.
My father is visually impaired and I am trying to provide him with a near real time video feed, of up to 15 frames per sec. The problem I'm having is when a 2MB JPEG image is magnified, the "jaggies" appear and the image detail is lost.
Any ideas/suggestions would be appreciated!
