NI Pro+ 6 is just right in any Windows, 32-bit or 64-bit, that doesn't matter. You only need the 64-bit NI plug-in for Photoshop when your version of Photoshop is PS CS4 64-bit, because such plug-ins must be the same bitwise as their host applications.
When you use NI as an external editor in LR, that rule doesn't apply, so you can run a 64-bit LR and use the 32-bit Pro+ as an external editor just fine.
