Neat Video & Neat Image community

This is the photo that Im trying to fix. Im having this blown up and printed out. Im not familar with Neat image software and I am having the hardest time with this. Any advice?

I recommend to follow this workflow if you use the standalone version of Neat Image. Though the image itself doesn't look very noisy.
