Before buying - some questions regarding Standard version vs Second Revision

Hi.
New to Neat Video. I haven't yet purchased. I have a couple of questions first:
1. I've been working on a project that started in 2018. So it's still being edited on Premiere Pro CC2018. Should this be something to consider when deciding whether to get Neat Video for Premiere - Standard version or Second Revision?
2. For a different project I'm working on (in Premiere Pro CC2019) I need to remove noise from footage that is going to be stretched (speed reduced to 70%) in Premiere Pro. I read that there are issues when using Neat Video with stretched footage. Is this issue common? Are there any workarounds? Does the Second Revision version work better in that respect?
