Drone video - is this flick, jitter or something else?

I'm coming across a quality issue with my drone (Mavic 2 Pro) which is rendering some types of shot unworkable.
The problem is i'm not understanding what i'm seeing to describe it and therefore fix it...
Ultimately what i'm seeing is a "sort of" stutter on close foreground objects such as walls, houses etc. This is worse the faster the drone goes or the more angled the camera is to the subject (so seems to be related to relative motion).
Im using the 180 rule for shutter speed, have played with different shutter speeds, h264 and h265, log and not log and the issue remains in all.
This doesn't seem to be the same type of i-frame flicker observed in the Mavic 1, its something else. Not sure if its compression, lineskipping or anything.
Is it possible someone can have a look and (i) tell me what the name of the effect im seeing is and ideally (ii) how i can reduce it in NV5 Premiere ?
I've shot some video in deliberately the worst conditions to exaggerate it (90 degrees, fast). d-log, h265, 1/60th for 30fps playback.

In this you can clearly see the stutter/judder type effect in the bottom 1/3 of the scene. 10 seconds in its clearest.

Any help appreciated here - its been driving me mad and all the playing around with NV5 settings has failed to do anything to them.
