Hi I have sample file with such effect from vhs noise. It can be removed with neat video? If yes how, what software is best for this? Thanks.

I think Neat Video is not the right tool for this defect in the video.
Cannot offer a direct recommendation, sorry.

You'll need a tbc for this. Look for some high end VCR that has tbc built in, or some digital mixers that were made back in the late 90s, they have tbc too.
